Won't Install on My Windows 10 System

I can't get Opera to install on my Windows 10 system. It hangs and just sits with the below display for hours, never finishing. I've tried installing the GA as well as the beta version, and it's the same thing over and over again.
Any idea what the heck is going on? (I'm running the install as admin, but I don't think that's really necessary.)

@rdrnnr64 What is GA? Can you install the portable version?
