Where did Tab X go? I can no longer close or move tabs around?

This morning, I noticed I can no longer manipulate multiple tabs. In the past, when I had a few tabs open, I could click on any of them to bring to front, change their order, pull out as new window, or close that page. Now, the only tab that responds is the top one. The others are greyed out with no 'X' option and I have no way of using them. All the tabs behind become one with a small division line between them but no 'X'. The only way to do anything is to close the top app to access any others, or use the pull-down menu for each, which is ridiculous. This just started this morning. I always pull and move tabs around as new windows, or move from tab to tab. What happened? I didn't change any settings and I can't find anything in help. How can I get this basic function back?
