Opera - New Window Pop-Up authentication?

I started using Opera about 4 years ago and love it. I especially loved a built-in Plug-In or addon that asked me if I wanted to open a new website or link. It was a small rectangle pop-up that appeared at the bottom right of the browser. It would appear if I clicked on links from my Email to verify I wanted to go to this page, or it would prevent lesser rated sites from automatically opening additional (potentially harmful) web pages.
I recently formatted my PC and with this new installation of Opera, I no longer get the authentication pop-up. The web pages just open automatically. I've looked through all options and advanced options in Opera Settings, but can't seem to find how to reactivate that feature. It is not Adblock Plus or Ghostery or anything like that, it seemed to be a built-in feature that I had from my first installation.
Can anyone assist me with this?

I think it was the "Show notification for blocked pop-ups" setting in the older version. In the newer Opera the only options seem to be to either block pop-ups or don't.
