Prevent opera from deleting cookies (listed in Exceptions)

I have several sites listed in th Exceptions setting to always allow. But when I clear browsing history/cookies/cache, these cookies are being deleted. Am I misunderstanding the purpose of the Exceptions setting or the circumstances under which these exceptions are honored?

@pearson233 The exceptions are for cookies to be accepted or blocked.

Thank you for your quick response. Is there a way to get rid of all cookies except for certain sites? I need to keep some for duo authentication/etc, but would like to get rid of most others when I exit the browser.
