Cannot find preferences even under settings

I have looked at every single niche, crook, and cranny of opera and preferences is nowhere to be found and I have to use it in order to download a certain extension. It isn't under settings as a plethora of sites tell me either.

@dmartinez38103 Those old pages are about a very old version of Opera, there is no Preferences section in settings since Opera 15.
