I can not install Opera

I've been trying to install Opera for a week. The download page gives me this file about 1mb, when i run the exe file nothing happen. Then i found a link for downloading offline, about 35mb, same problem. Seems that the files are corrupted or something. I download thru Chrome and Firefox, but same thing.

@marlo-lo also if you can not install no other programs then perhaps Windows Installer service is disabled. This service has to be started and running before ya can install any programs..
