Toolbar w/ check boxes for Opera 20

On my old Opera 12.16 I had a toolbar w/ check boxes for JavaScript, Plug-ins & Proxy used for web design.
This was fast & easy way to test my sites w/ "what if scenarios"

How can I get that feature back in Opera 20?

The Web Developer Toolbar by Chris Pederick for Firefox is very good, but I hate digging through menus!

WDT is worse in Comodo Dragon & Opera browsers due to no Toolbar option; It's just a button!
