          You should probably ask in the Bitdefender forum to be sure, with regard to Opera's VPN. But for Bitdefender 2017, "adding exceptions" is explained at Bitdefender's support site: https://www.bitdefender.com/support/how-to-add-antivirus-exclusions-(exceptions)-in-bitdefender-2017-1784.html

              Thanks for the link but in the Bitdefender Free Antivirus edition, I don't have such an option. I can't add any files, folders or anything to it.

                      Mine isn't connecting until I turn off protection. When I turn on it works, but then when I exit Opera and start it again, the VPN is not working. I think I will reinstall Opera again and see if that will solve my issue.

                          The Opera browser VPN feature simply auto-connects the browser to the 3rd-party SurfEasy's VPN network while browsing. Consequently, anything that interferes along the overall pathway can cause problems. That includes blockage on the user system because of antivirus programs or whatever, problems with the Opera installation, problems establishing a proper handshake with a specific SurfEasy VPN server, or problems within the SurfEasy server itself. The 'intermittent' symptom sounds most like either a marginal handshaking operation in connecting to a VPN server or an access/availability issue involving the selected VPN server.

                            click on the settings on the top of your bitdefender free version then on the drop-down menu click protection.
                            on that window turn off protection/now connect your vpn until blue, now you can put protection back onto your anti-virus and vpn carries on running.

                                    Getting the same problem here and I'm not using Bit defender. It started slowing down 4 days ago and for the last day it hasn't worked at all.

                                      @big65 : I'm having the same problem with the VPN not connecting, for the past week. I've been using Opera browser for a while now, and one of the main reasons for me using Opera is the VPN. Lately, I'm beginning to have second thoughts on whether I should change browsers. And the problems with the VPN not connecting started shortly after Symantec (Norton) purchased SurfEasy last month. It would be helpful if Norton or SurfEasy chimed in to give Heads Up on what is going on. Opera is not the browser it once was.

                                        Actually, Opera is still the browser it was. With Opera's sale of SurfEasy to Symantec in September and Opera's setting up its own VPN service for use by the browser, there appear to be some transitional VPN issues along with some structural changes in where the new VPN servers are located. The point is that the browser hasn't really changed, it's the VPN structure that is changing - or has changed.
