Why did they do away with the "allow all sites to use flash"? IMO if one does not want a site to use flash then the block option should be used. I have a site that I use that requires Flash and even the allow exception does not work as the URL for that site is not being recognized and yes it is a https one.

As already answered, it's a Chromium change related to the process of deprecating Flash.
