@simcard It was something I feared.
I do not use the sync feature because every different system / PC I use has its own profile and so if it synchronized it would be a bigger mess than it is already with each browser with more than 20 or 30 tabs per profile.

- Home
- Study
- Work
- ...
You can create more users for those profiles.
Or,

@lot3rd1 I have the same problem, doing all the instruction in Opera forum, Adobe forum, searching in Internet, I uninstalled anr reinstalled for several times either Flash Player or Opera browser, controlling my Security suite(Bitdefender), despite, the problem exists; flash player does not work in any websites using flash player and Opera Support do not respond sending them several email.

Found a workaround for this here: https://forums.opera.com/post/131570. So far it seemed to work for me. It even got the test page at Adobe to actually work! Some may have to keep doing the workaround every time you open Opera, but at least it's a start.

Up to my count, this is now the twentieth case report concerning the compatibility issues with Flash and Opera. There has been introduced a late resolution attempt by @natasha-from-dnepropetrovsk at the aforementioned link. I hope that works out for you folks!

I had this same problem after the recent upgrade to v 49.0.2725.47
This entry under 'Flash exceptions' in Settings:Websites should work if needed for all sites and local files:

I can only repeat that it worked for me (Opera v49.0.2725.47, Win 8, x64) if not for you, for some reason. If you have this problem it's worth trying at least, just to see if it can solve it.

You're right. That won't work. Propably You didn't add THIS importatnt thing "* " after "https://". It must be only:
https://* -> Allow,
http://* -> Allow,
and maybe that too:
file:///* -> Allow.
At this point it can't refuse to work. -

I did add the "*" but it still won't work. The only way I can get flash to work is if I use the opera://site-engagement workaround.

Mostly flash game sites like Dolldivine, etc. Also the adobe test page https://helpx.adobe.com/flash-player.html. I'm on Windows 10 Home 64-bit.

Both of those work fine for me in Opera 49.
https://*exception makes the adobe check work andhttp://*makes dolldivine work. On dolldevine, if I don't have any exceptions that allow flash for the site, I even get a plug-in placeholder that I can click on to enable flash and then click the "allow" button in the toolbar that drops down under the address bar. With that method, it adds an exception specifically forhttp://www.dolldivine.com:80. I'm not having to mess withopera://site-engagementat all.If that's not working for you, just to test, download Opera 49, launch the installer, click "options", set "install path" to a folder on your desktop, set "install for" to "Standalone Installation" and install. Then test in that Opera to see if you get the same behavior I do.

@burnout426 Installed it on USB and to a different folder on laptop as a standalone. Both worked using your exceptions. So it must be a bug somewhere my initial installation. Any ideas as to how to get flash to work without having to do a complete reinstall? I don't want to lose my history of the past 90 days.

Update: Did some digging and found a way to back up everything and uninstalled Opera and reinstalled onto my laptop in a different folder; also updated flash. Just like with the stand alones I did, the exceptions worked without restoring my stuff. However, when I restored everything, the problem returned. So, it's definitely a bug somewhere in my profile.
Problem is I don't know where in the profile. It's not any of my extensions because I still have the problem with ALL of them disabled. I have a suspicion it may be the preferences file in my profile folder, Deleting that particular file erases EVERYTHING except History, Bookmarks, and Sync Data, but I really don't want to have to manually download ALL of my extensions and re-add the Speed Dials, Speed Dial background or whatever else the Preferences file handles for one stupid mistake the devs made regarding flash since . 
If I can't find an acceptable solution, I just might switch over to Vivaldi once it goes over to Android. I really need a browser that's reliable and can sync with Android. Firefox is out since, it's another piece of crap on android. -

Not sure. But, try this while Opera is closed:
In the Preferences file, select and delete all the contents of the "site_engagement" block so that it looks empty like in the following.
"sensors":{},"site_engagement":{},"sound":{}Do the same for this particular "plugins" block (it's the one for the exceptions).
"plugins":{},"popups":{},"ppapi_broker":{}Do the same for "permission_autoblocking_data".
"password_protection":{},"permission_autoblocking_data":{},"plugins":{},"popups":{},"ppapi_broker":{},"prompt_no_decision_count":{}Do the same for "media_engagement".
"important_site_info":{},"javascript":{},"media_engagement":{},"media_stream_camera":{},"media_stream_mic":{}Then start Opera, add
http://*,https://*andfile:///*to the Flash exceptions and try things out.You can clear just one of the blocks in the Preferences file at a time if you want to try and pin down the minimum of what fixes the problem.
Back up your preferences file first though.

I deleted everything I could find in the Preferences file and flash still won't work. It didn't even delete the exceptions so I'm guessing it wasn't that file after all. I'll be using Vivaldi for anything with flash from now on since flash still works with that browser.
