Sync - undo deleted devices / retrieve old Sync after reset

Hello everyone, i had my settings Synced to opera on my older windows before i had to make new fresh installation of windows, then, Installed opera - logged in - was asked for passphrase which i wasn't even setting on older windows, anyways it said it won't lose my old Sync but it sadly did
I believe my older device (lost device) is still saved somewhere on the server which i need help to recover it, since i can't seem to find it at https://sync.opera.com/web/ no matter what i try and read other's posts.
Your help will be strongly appreciated

I've seen this answer, but this doesn't solve the problem honestly, i'm posting hoping there is a better different answer, or someone out there to help.
I even have a full backup of all files and folders of opera from the previous OS installation, where i actually recovered my (speed dials / bookmarks), but still can't seem to find a way to recover passwords.
Even using a third party software which i found a bit helpful, showing sites of where i had my passwords saved and "username" used, but no passwords either!
Looking forward to hear something more helpful, that might help others too.

@resistol When you click on 'Reset synced data' in https://sync.opera.com/web/ your synced data is erased from the Sync server so you can start syncing all over again. There is no way to recover that data.
So unless you have a backup of your (old) Opera's profile folder, it may be difficult to get your data back.Passwords are encrypted using your OS credentials so they can't be used on a different OS or by a different user.
