Scrolling steps are bad on some site

E.g. when scrolling in the location pop-up menu on this site:
https://accounts.google.com/SignUp?service=mail

Each step of scroll skips 8-9 countries. In other programs and browserst and with same PC settings the steps don't skip any.

Maybe it would be smart if scrolling back and forth performed a baniry search, but that is not the case either.

How to fix this?

How are you scrolling? (mousewheel, touchpad, scroll bar, keyboard keys, ... there are so many ways it is impossible for me to cover them all) Also, version of Windows and of Opera.
