Other setting changes are saved?
Try pointing to another folder, test, restart, test, restart and point again to the desired folder.If doesn't work, you may need to edit the Preferences file into Profile folder with a JSON editor, this can help, just look for Downloads and edit the path, (you can use the notepad but may be is a bit chaotic).

in settings downloads path is set to f:/downloads
Yeah, I wonder if that's it. If the folder that's specified in the download path setting isn't actually accessible on the system, perhaps Opera defaults to the desktop or does something weird (gets confused) and creates a shortcut to the folder on the desktop instead.

I tested this. Opera defaults to the pictures folder for me and doesn't create any shortcuts on the desktop or even in pictures.

changed my default download to library pictures and it still shows up on desktop

disabled all extensions and deleted download folded shut down opera and restated folder reappears...how do I get a clean profile folder?

Rename or delete "C:\Users\your_username\AppData\Roaming\Opera Software\Opera Stable" and "C:\Users\your_username\AppData\Local\Opera Software\Opera Stable".

Do you have your download list empty?

You only need to change the cache folder name if you want to create a new cache folder.
So a corrupt cache could mess the test in a clean profile, right?

Did you renamed both, the profile (\Roaming) and cache (\Local) folders?

But could any cache problem reproduce again the problem?

been there done that still there...nothing I d/l even goes to that folder,in setting I have checked to ask for download location,I've unchecked it and tried.I guess I'll just pretty up the folder and make it worth looking at lol

oddly enough i drug the d/l folder shortcut to another location away from desktop closed opera and restarted and the folder didn't reappear so it seem to have fixed that problem

I don't think it's related to cache. Anyway, just cleaning it would be enough.
I had some profile problems were clean site cookies and cache was not enough...
