win 10 is like surfing the net in a snow storm
is there a way to tone down the default background in opera?

In the upcoming Opera 45 (currently in testing) there will be a new theme, and an option to change it to a dark theme.

To get some idea (though there have been changes since this was posted) check out this post from the developer blog.

There are extensions and userscripts to change the background until that feature becomes stable channel.

But wait, the Opera feature it's just for the UI not for the websites background as the extensions / UScripts.

So it's your question about the UI or websites background?
