How to Disable restoring tabs? Disheartening few settings.

Opera ALWAYS opens my previous tabs, even if I close Opera multiple times.
It is very insecure,seeing as my previous web history pops up for everyone to see.
And, NO, I don't think it is fair that I need to close all tabs every time I shutdown Opera or my computer.
I've also noticed the design idea is to hide settings to a point where it gets ridiculous.
Where is the "restore/don't restore tabs" setting?

Did you look at Settings > Browser > On Start-up?

Also, you may use different profiles Multiple Profiles & Opera Presto import do not have password but without the right shortcut or knowing about it and Opera will not work.
