How do I get Opera download for a computer not currently on the internet?

I have a win7 computer that uses IE10 that I have use for internet off an on for years. It has this strange of habit of being unable to connect to the internet via IE10 off and on. A few days or sometimes weeks or months will go by being unable to connect and then voila one day I try it and it jumps right back on and everything works fine.
I have done everything I can think of with that computer yet it still regularly does it. It still connects to the wireless network fine and to all other computers but it loses the ability to see the internet via IE10.
I wanted to try another browser and see if it works better than IE10, but it appears that Opera can only beinstalled via internet connection. That seems a bit retarded and it seems to me they would be smart enough to have a stand alone installation .exe as well. As yet I am not finding any though.
Can anyone tell me where to find this here on this sight or maybe another browser that can be installed withoutthe internet. This not a terribly big deal I have 12 other computers that I can go on the net with that don't have this problem, but quite honestly I like my ancient old tower the best out of all of them and I would like to get it working without this problem.
