is Opera Turbo included in Opera's VPN?

Hello, I'm wondering if Opera Turbo is included in Opera VPN. I can never get Opera Turbo to work (http sites fail to load) but the VPN works fine. I know Opera Max on mobile uses data compression via VPN, so I was wondering if the desktop version of Opera VPN does the same.

Turbo and VPN are different services.
