Download problems Android 7

Ever since I updated to Android 7, I have had problems downloading files via Opera (not mini). When I press a file link, a popup is displayed allowing me to select download location. When pressing Save, nothing happens, and I mean nothing at all, the popup does not even close.

Seconded..... I use both opera and opera Beta on an NVidia Android Shield TV. I updated this to the latest NVidia release based on Nougat.
After updating, files STILL download, but at the point of completion, the Brower (wither normal or Beta) locks up completely....
Sometimes, if I am quick, I can force close it. However, if I am not quick, it then affects the rest of the Android System and I get messages that System is not resppnding, plus Leanback launcher is not responding and I have to power off the Shield TV.
If I refrain from Downloading, both Opera and Opera Beta are working as expected.
Both were downloading fine on the previous NVidia relase based on Marshmallow.
For Info, I have tried both the current version of Opera & Beta and and old v37 verion I had kept. Both show the same lock-up after downloading.

Might not work for you but, Press the overview button, square one, press and hold on opera logo and and it should show the information icon on the right side and thats a shortcut to app info.

Enabling the permission in Android settings helped. Must way, not very user friendly.
One strange thing though, which is why I assumed that these permissions was already granted. Opera had no problems displaying a listing of my external directory (/data/media/0) as to allow me to select the folder for my downloaded files. The read external permission is in the same group as the write external. If one permission in a specific group is granted, all permissions within the same group is automatically granted by Android, at least according to their documentation. So if Opera was able to read from external, it should also have been able to write e.g. save my download.
