Too many tabs loading at start, seizing browser up

Been running Opera on Windows 8, now upgraded to Win 10. Advanced setting enabled, allowing to stop all tabs loading when browser restarts. This has worked well until this last week or so, and I can't tell if it's an upgrade issue or what, but reopening my browser now results in it trying to load about at least 3 tabs at a time, instead of only the single tab that was the focus. I've gone all thru the settings, and google has been useless with this. I can't seriously be the only one it's happened to. There is no good reason for it to suddenly change it's behaviour, and all of the settings still read as same. What has changed? Can anyone suggest something to make Opera behave again? It's driving me spastic with it's refusal to behave, as it was working beautifully up until recently
