HTML5 Video Quality not playing in 1080 on Opera (on some sites)

I'm considering switching to Opera as my main browser (from Chrome), but I've found some websites, that I frequently use, where the video won't play in high quality... Is this the same for everyone? The sites are (yes, I'm an F1 fan):

No videos on these sites will play in HD on Opera, however, on Chrome, they instantly auto-play in full 1080 HD.
On YouTube, videos seem to play as expected.
Is this the same for everyone, or am I having a specific problem?

What's your operating system?
Opera relies on the OS for some video codecs, which are actually built into Google Chrome so the problem doesn't arise.
If you are on XP or Vista that will probably be the problem, and there is no way around it AFAIK.

Sorry, I forgot to add that part... Windows 10 Pro x64
I read a similar post, and apparently his problem was something in the opera://gpu page... Does mine look correct?

The video on that page runs using Flash by default here. and how can I check the resolution of the video?
