I just installed opera.
I go to preferences and under vpn it says

Enable VPN coming soon

Is VPN not available?
or how do I turn it on?

It's available in developer builds at the moment.

Should be available in stable builds in the future.

I guess when 40 reaches stable channel.

You need to active VPN on " about://flags "
after do this go to setting and enable VPN

restart Opera

Now normaly you can see VPN logo in the begin of the searchbar
Click on it
You can choose the city and set it on or off
