PDF double downloads

Hello,PDF took about an hour and a half to load into Opera. When I tapped the download icon at the top of the page, Opera started downloading the file again, meaning I would have to wait another hour and a half to store a copy on my laptop. I got around the problem by printing the file. In Windows 10 Pro, the print options include 'save to pdf', 'Microsoft print to pdf', 'Print to XXXXXXX', and Lexmark 609' my printer. I chose 'save to file' and the result was immediate. I did not have to wait another hour and a hsalf.
I looked in preferences/settings and could find no solution. Someone could fix this problem.Thank you,

You downloaded it to a different location, so it downloaded it again. If you had just copied it over from Opera's temporary storage location you wouldn't not have had to do that.

What PDF? Do you have any example?

First it was just loaded into PDF reader plug-in then, when you clicked on download button, the file was really downloaded.
