"Wrong forum. Duplicated." meaning?

I recently posted about a really important topic. It has got closed with a reason "Wrong forum. Duplicated."

What does this mean anyways? Have I posted it into a wrong section and was duplicated to another developer forum?

It means that it shouldn't be on that forum. Aa a request it should be in Suggestion Box.

And it also mean that there are already topics about it.
