view and toolbar selections missing from opera 37.0.2178.41 menu button drop-down

A fairly new user, I have installed opera 37.0.2178.41 (twice actually as I uninstalled & re-installed) on a windows 10 home system and am trying to find a way to display other toolbars than the bookmarks one. When i select the menu button and the menu drops down there is no "view" or "toolbars" even mentioned. Also, the text is light gray and when I chose another theme in settings it wouldn't change from the gray one thats on there now. HELP. thank you.

Opera 37 does not have a 'view' or 'toolbars' section. You are most likely readying the help section for Opera 12.

Why would the developers eliminate something as basic as toolbars, except the skimpy main one? I just downloaded Opera, customized it to the extent possible, and I'm wondering why I can't add a Home, Bookmarks, or Tools button to the main toolbar.
