Extra on opening

When I open opera for the 1st time it opens my home page, which is fine.
But it also opens all the tabs I had open when I closed it down. How to keep it from doing that?
A pain to have to close them every time.
I have tried closing each tab before closing but that dont work

Settings > Browser > On startup
