When I go there,

We are unable to verify if Java is currently installed and enabled in your browser.
If you have installed Java and there is an error with the verification, there could be a configuration issue (eg. browser, Java control panel, security settings) or the Java plug-in is blocked by the browser. Try restarting your browser before trying to verify the installation again, and check that the browser allows Java to run.

Yep, even with Java installed, I cannot use some websites which require the Java plug-in.

Java is a NPAPI plugin. NPAPI stands for Netscape Plugin Application Programming Interface. NPAPI is old, insecure and is being replaced with PPAPI (Pepper Plugin Application Programming Interface). Firefox and most Chrome based browsers, which includes Opera, have already dropped or will drop very soon support for NPAPI plugins. This includes Java. The Java developers haven't gotten off their butts and released a PPAPI version of Java. So it is basically on them to switch to a standard that wasn't developed in 1995 (no joke, its that old) if they want people to be able to use their terrible, insecure, sloppily programmed plugin in the future.
