Whats the function of Opera Tv store for public ??
can we start to open tv channel by using opera Tv store ??
sorry, if have some false with my text or miss understanding about Opera Tv Store Function, Because this news i got from my friend also.

Modern smart TVs can support an actual OS, web browser ... and of course apps. Opera TV store is probably (I don't have a TV with Opera, so it is a guess) similar to Opera Mobile Store, where app developers can have their apps listed so Opera users will be able to see what is available.

Opera TV Store is not only the app store but also the platform itself, currently using a version of the Opera Presto rendering engine to run HTML5-based apps in TVs, set-up boxes and other equipments like Blu-ray players. The OEM has to pre-install it so of course you'll only be able to get it in your equipment if you buy the correct model.
