Why can't Opera export bookmarks to a html file like other browsers?

Opera can import bookmarks from an html file, so why isn't there the availability to export it as well?

Because the feature wasn't implemented.

There are extensions that allow you to do this. V7 bookmarks, which is very handy in many way, allows you to do this.

As the link shows, this is a help page for Opera 12.10. Info in there is not valid for Opera Blink (Opera 15+).
