Security warning popping up when opening Opera

I'm getting a strange security warning in a freshly formatted pc and on a freshly intalled Opera developer browser. It appears each time I open Opera.
In English it says something like "Reduced security because of a non-public local certificate".
The buttons say "Know more" and "Close".
Do anyone know what the heck is this?
I've never ever had this kind of warning or problem before.

Now the question is, why this only happens in Opera developer, and not in Opera (stable) or beta versions, in the exact same machine?
So strange!
