Strange Problem - Delayed Response for Browsing

Guys, I need to know if anyone is having the same issue I am having. When I load Windows 8 or 10 and it's done booting, I will load Opera to browse and nothing will happen - it won't be able to browse or pull up a web page. If I wait 2-8 minutes, it will eventually start working. It seems like Opera just won't work for a while after Windows starts or comes out of sleep or hibernation.
I have tried this on multiple computers and laptops and I get the same result.

Is your network connected directly to your machine? There is some delay to establish the (wi-fi) connection on my machines - but only a few seconds. After that, if Sync is enabled Opera will be doing that - again usually just a few seconds. Extensions? Some of those do their own update checks or synchronization. Try disabling sync or a few extensions and see if it makes much difference.
