Opera 31 Tab Bar Placement

I am setting up a new computer and decided to give the latest version of Opera a try, despite having every single "upgrade" I installed since 12.x be a frustrating disappointment. I was pleased to note that the basic functionality of customizing keyboard shortcuts had finally been added back in to Opera sometime between the last time I tried a post-12 version and Opera 31. However, I am having some difficulty finding the option that lets me adjust the placement of the tab bar (preferably to the bottom of the screen). I didn't find anything useful in either Help or the Add-Ons section, either.
I noticed there was another forum post that seemed relevant to this, but an admin had closed it with the comment "duplicated" but no link to the thread with which it was allegedly redundant. I went back at least 12 pages in the forums - back to where threads consistently referenced Opera 30 rather than 31 - and wasn't able to find it, so I figured I might as well ask. If there is already a discussion on this topic, I apologize, but can someone please link me to it?
