Help with toolbars

I just downloaded Opera and can not find the toolbar with "view" or "tools" so I can get to other options. Can any one help me? Thanks

Not possible in the new version of Opera (15+), Only possible with versions 12.16 and below.

Chinese? They definitely need to do something with that "Start Discussion" form ...
