How to remove Discover from Speed Dial?

Which one? Never seen something like that on the mobile version, at least in the Android one.
It used to have one, then you could hold it and swipe it to the trash folder. I guess they decided to remove it because I don't get it anymore on clean installs.
We don't have it but Max1c does, I guess it's a sort of A/B testing.

This is exactly identical to the feature Opera introduced on mobile.

For someone who is a dedicated Opera follower you surely are not aware of Operas development. A while back Opera has introduced a "feature" on mobile which displayed discover content on the speed dial of the cell phone. It looked exactly the same as it looks on the screenshot I took from my desktop installation. Shortly after it was added, they removed it, due to the negative feedback. Usually, stable desktop installation does not have this. I have installed Opera stable numerous times on virtual machines and what not and this has appeared for the first time ever on my PC at work.

Just did a clean install of Opera 30 at work on a machine that never had Opera on it before. No discover thing on the speed dial.

I know that and this is exactly what i've said is completly different of what your screenshot shows. At least on my version of Opera for Android.
It looked exactly the same as it looks on the screenshot I took from my desktop installation.
As said, they may be doing A/B tests and it may explains why some people are not seeing the same as you.

Opera Mini seems to still have it.
