Mouse wheel icon missing whell scrolling

I'm not sure what it is called, but when you click the mouse wheel a round icon appears and you can move the cursor around to scroll up and down at various speeds. With beta this icon is now missing.
What is the icon called? Why is it missing/removed? Can it be brought back with a change to the settings?

I think the feature is called pan. So, the "pan icon"
This feature is platform specific and does not exist on Linux, so right now I can't test it.

It is also scheduled to be fixed in the next update to Opera Stable 31
It (fix) will be available with the next O31 update. So probably next week.
