Where is the VPN on normal navigation now ?

Yesterday I was using normally VPN on Opera, now there is no more this option, unless if you navigate in private mode.

In the new build, Opera purposely made it so it only works in private mode. See the "Changes to Browser VPN" part in the post at http://www.opera.com/blogs/desktop/2016/05/introducing-power-saving-mode/.

I want to go back to the older build. It should be selectable in regular and private windows.

It should default on in new private windows and default off in new regular windows.
