I have understood. In User Windows "C:\Users" directory" \AppData\Roaming\Opera Software\Opera Developer" is the file of a configuration "Preferences", and in him Preference, in "homepage": "http://www.yandex.ru/?win=221&clid=2256428-002" - we delete it and when opening a new tab the express the panel opens again.
