There is no way to tell if it is on or off.
So I just clicked on it & it seems to have fixed it.

When Opera Turbo is enabled there is a check mark displayed to the left of it.

The size seems ok here.

Edit: strange, the pic seems a little bigger than it should.

It looks OK here too actually, perhaps it's the background colour that medab1 is using that is making it indistinct.
