If you check the settings does it also tell you which browser is set as the current default?

You should check Windows configuration standardprograms and enable Opera as your standard browser.

attempted to do the above, received the following error:
windows cannot find '::{26EE0668-A00A-44D7-9371-BEB064C98683}\0::{17CD9488-1228-4B2F88CE-4...\pageFileAssoc'

then it was installed for all users. Opera was previously set as default browser

Control Panel > Default Browser exists but will not open when clicked. context menu Open/Open In New Window also not working.
possibly linked to the error I received?

I have the same problem as described herein:
"After using Firefox for many moons, I've switched to Opera (again), as it runs one heck of a lot better these days. I have set Opera as my default browser, and to always check that it's the default. But now, my Windows 10 default settings page pops up automatically whenever Opera loads! Even though Windows has Opera listed as the default browser. Opera's settings do not give me any way to stop that unnecessary settings page from loading."
So it's not resolvable, well it's not the end of the world (I don't think).
