There are extensions that allow you to do it. If you want to transfer the bookmarks to another version of Opera there are two operation: Sync or simply copying the bookmark file from your Opera profile folder.

Nope, not possible atm. Maybe you can do it using an extension.
What extension do I need to use?
You should remove the "export bookmark" part of the guide here (http://help.opera.com/Windows/12.10/en/bookmarks.html)

I don't use other web browsers so I've never needed to use one. SO I can't make any recommendations.

You're reading the help files for Opera 12 (Presto) and expect them to apply here?
Perhaps I should expect the Help section to be 30% as clear and easy to understand as Google's Help sites, while it isn't now? Or you, and Opera, expect people to understand whether they are browsing Presto or the actual Opera Help sections by examining the URLs? :))!
Perhaps we should wonder why Opera is the only browser without an export bookmark function?
I installed this browser yesterday. It is super-beautiful, but quite unrefined in some details, including the Help, shortcut pages. But this no bookmark export feature is annoying me a lot, a real lot.
It would also be good to have a "send feedback" option somewhere in the main menu, it's not smart at all to let people give their feedback only when they uninstall your program. Many may keep it installed, and avoid using it still; plus: the most valuable feedback is from users who keep using and like your browser, not the others.

I have used Bookmarks Import & Export by escape75.

I will try the other browsers from time to time just to see how they have improved but I keep coming back to Opera.

If you just installed it why do you need to export bookmarks? And, as has been pointed out, there are extensions that add that feature. Opera is still very much in development and it is basically the youngest of the browsers out there from a code perspective. It takes times to add these features and make sure they work.

Exporting bookmarks would seems like a basic feature, don't you think?
Especially since they have it since Opera 12.Regardless whether it's a new or old install, his point is that such basic function should be native to Opera.

I made extension that can export bookmarks with tree structure and favicons
but it's a side bar extension called V7 Bookmarks
Side bar is active in developer and beta channel, if you want to use it in stable, you need to enable flag
opera://flags/#extension-sidebar
btw. sidebar extension are visible in Stable only if you visit direct link to it, they are not listed on general page or under search, and sidebar section on Opera addons site is invisible
side bar is under O-menu >> extensions >> sidebar -

Opera 12 was the last version of the Opera browser made on its code base. Opera 15, which was released about 2 years ago, was built on new code from the ground up and shares zero code with Opera 12 and before.
