About cleartype - browse through browser://flags/ - you can find settings for hardware rendering, cleartype and similar settings (for me text rendering is correct and I haven't played with these options). Then try launch Opera with command-line option --alt-high-dpi-setting=96 - this may affect rendering substantially, if your screen dpi is set to any other value (windows text scaling over 100%).

It seems Opera removed the option where I could just use my sistem dpi font on browser, like I use it on Mozilla. I don't like address bar font in Opera. It feels blurry.

Its a command line option. You add it to the shortcut icon that you click to open the browser.

on my win7 x64, default DPI and monitor native res 1920x1080 font looks fine
there is also Disable DirectWrite flag, try to change it and see if it helps

I have downloaded older version (Opera 18) and text is clear as milk. But in this newer version text is blurry. Here's screenshots for comparison.

Try the Custom New Tab extension.

Set the page you want for your new tab, and then Ctrl T or Ctrl N will take you there.
For when you open the browser, go to Settings (Alt P), the Browser tab, and On Startup, and set what you want if you don't want the speed dial there either.
Another possibility for an extension is Home Page in New Tab, https://addons.opera.com/en/extensions/details/homepage-in-new-tab/?display=en
though I haven't tried it.
