What happens if you right click on the spurious blank icon?
Do you get any options pop up?

and if i left click opera icon on taskbar a new tab opens in the generic icon which fuctions as the windo -

Unfortunately I only have Opera 12.17 installed on Windows 8.1, the later version is only on XP, so I can't really compare the behaviour on my machine to yours, but certainly having two icons when Opera is running as well as pinned to the taskbar is correct.
The oddity is that the icon that only appears when Opera is running should look the same as the one on the pinned icon, and in your case it's not.
Are you running Opera from the pinned icon, or using another shortcut to run it?

i h ave opera 28 on win 8.1
no matter if i run it from start or icon or pinned same thing.

Well assuming that the icons on all of the shortcuts you're using are correct, I really can't imagine what the problem is.
I think someone else who has Opera 28 installed on Windows 8.1 needs to confirm that this isn't the normal behaviour.

Is Opera beta working? If so then just wait for it to become stable.
