Are all of the boxes checked? If no, that is your problem. So, type this in your address bar and set it to enabled:

opera://flags/#mse-h264-support

Restart our browser and go back to that Youtube page. Are they all checked now? If so, try a 60fps video again.

To play those 60fps videos the browser needs to support mse+h264 and Opera doesn't yet.

This is work in progress for Opera 30.

Just noticed that Twitch will play streams at 60fps with no issue other than Twitch having one of its iffy buffering days.
