A local file or a file on some site? What version of Opera?
If a local file, right-click on the file, goto "properties" and look at the full filename on the general tab. Make sure it *ends* in .ogg. If this is a vorbis file, try renaming it to .oga. If this is a theora video file, ty renaming it to .ogv.
If this is on some site, the site might not be sending the right mime type for the file or it really ends with a .com extension.

May be the URL/downloaded file has not the correct Content-type and Opera thinks, it is a binary .com file. This ocurred sometimes on Opera 12.x.
