when i right click a link to open something in a new tab, i would like it to open in an ACTIVE tab, not a BACKGROUND tab. it used to do this automatically. can someone direct me to the setting where i can change this please? i've looked and looked but cannot find it.

Huh. I was sure this was an easy one, but damn if I can find that option, either. I wonder if there's an extension similar to Mozilla's Tab Mix Plus, with which you can make those tabs do exactly what you want them to do.

it used to default to the active tab, but i seem to have skipped several versions of opera. trying to avoid using an older version

I found an extension that will open the new tab in the foreground as well as other options. Get it here: https://chrome.google.com/webstore/detail/tabsplus/nikomkkhhpfoeamojhhgpfkpkdlfhfii?hl=en
But first you must have installed the "Download Chrome Extension" which lets you download extensions from the google chrome webstore for use in opera. Get this extension here: https://addons.opera.com/en/extensions/details/download-chrome-extension-9/ Note it will only allow the installation of extensions from the webstore. Doesn't work with apps. When you are visiting a site for downloading an extension, you will see a red box far right of opera's address bar. Click it to start the download process to download an chrome extension. Good luck.

Likely it will eventually come. Like someone commented elsewhere they started this chrome based engine of opera from scratch. It's gonna take time. Look it took them to have tab stacking in presto based engine of opera late versions of opera.
