I don't know when it'll come but IMO it must come.
Chrome OS and Firefox OS are here (both don't allow alternative browsers to run). Microsoft and Apple will certainly begin integrating Internet Explorer and Safari more and more with their OS as they implement features that treat the web like a native platform (off-line web apps - their storage, shortcuts, etc -, permissions, notifications, etc) (PS. they already limit the existence of alternative browser engines in their OS's ARM version). Even GNOME has an Epiphany back-end to handle web apps.
As these systems have more and more tightly integrated features, management of services, settings, etc, with their default browsers giving unique privileges for them and more limitations to third-party browsers, releasing an Opera OS (or being bought by a company interested in making Opera the default browser of their "WebAsThePlatform-ready" OS) will become a matter of surviving.
If the browser that came with their system integrates web apps, OS login, online accounts and services into the OS interface and underlining data storage in ways an alternative browser couldn't never do per the OS APIs (if they're even allowed to be developed/installed), users would be even less interested in downloading an alternative browser than they're today. Without its own OS, Opera will only be able to offer a sub-par experience because of OS-level constraints, interface and rules Opera can't change themselves.

I agre with you guys that Opera should do a OS, but it will be difficult to compete with the others systems.

If they don't make a OS, i can always use the browser.
