where i can set, the new tab open in foreground?

In opera 12 i can start panels with strg+numer - where i can activate this?

Panels? Opera 22 doesn't have panels ... oh, you mean shortcuts for Speed dial. Difficult, since you can have a lot more than 9 speed dials.
