Window minimizes when using the scrollbar

Every time I point to the scroll bar to the right to scroll down a page the window is partially minimized and shifts to the side of the screen. This also happens when I double click sometimes or highlight to select a text. It is a new issue but very frustrating! Please help.

@TheWickerManUK Tried with 136.0.6008.80 (One) and 136.0.6008.61 (Neon) and couldn't reproduce the problem.
