Browser Chrome too small for visually impaired people

I need help. After many years with Internet Explorer, and getting fed up with it, I've decided to make a change, and have found Opera to be better by far than anything else available, but unfortunately there is a downside for me, one that I'm hoping you can help me with.
Firstly I need to tell you that I am registered blind, although I still retain a very small amount of residual vision. I'm also virtually deaf, though that has n bearing on the problem I want help with.
I am completely new to Opera, as well as using forums, so please excuse me it this request for help is in the wrong place, or a stupid question to ask. Sometimes what seems a question easy to answer by the knowledgeable is a problem to us over 60s.
I know you can enlarge text and web page content by using the settings facility in Opera, but I'm struggling with the very top of the page where the tabs, navigation, address panel and settings button are placed. There is also a panel below those mentioned with a button with a cross on it and also some writing that is way too small for me to read. What I could do with is help in making these items bigger so that I can see. Can you advise me?

Unfortunately I don't think there currently is a way to enlarge these items. It sounds like you are describing the bookmarks bar where you can store often-used sites for quick access, but that one needs to be enabled in settings before being visible at all...
I'd recommend using the Windows Magnifier (if you're on Windows and you aren't already using it anyway).

Install the previous Opera version:

In Preferences, Fonts, set a large font size for toolbars, menus, dialogues, panels, and tooltips.
Install a skin with 32 pix icons (or larger if you can find one). DTA.zip has 32pix icons.

To install skins, just copy the ZIP folders to Opera \skin\ folder and select it on restarting Opera from the Appearance dialogue. Right-click on the toolbar, customize, appearance.
More on customizing the old Opera version 12.17 or earlier.

Question for Opera developers: would it be possible to integrate such a feature in the newer versions of Opera? It would be of great help for those of us that have trouble reading the tiny menu and bookmarks bar.

HTML 5 has mandatory features that can be used by extensions/addons to improve readability for handicapped/imparied individuals.
There are several Chrome extensions that claim to deliver on this as screen readers (voice) and visual enhancements (color, contrast, size).

If you have Windows 7 (at least certain editions) you can increase the size of the menu through the "personalize feature."

I increased the size of my menus items that way in Opera 21.

unfortunately this is also a problem for me. my eyes are fine but my computer has 1920x1080 resolution and interface and pages are too small even i can't see anything and my friend has 1440p(3k) computer i can't imagine that resolution.
HiDPI Support works in a way but then interface become annoying like here http://i.hizliresim.com/W20Z5P.jpg

@gigara: if it's any consolation, I'm experiencing the same thing and your example mirrors my own. I believe the issue is being worked on but I have not heard any update on this in several weeks.

my friend has 1440p(3k) computer i can't imagine that resolution.
Size is only an issue with dpi between 100 & 175. 200 is switched off. So the 3k monitor is "fine" (blurry, but not tiny). -

thank you. i manage to fix it temporarily with zoom from settings but now i can't zoom in-out in pictures and interface is still tiny. text size also not working on most website. i guess we have to wait untill HiDPI Support is fixed because that is best way to fix this issue.
