Old Opera: Slow connection?

Pseudo-Russian 11.63.
Turbo always behaves by itself: I always set it "auto" - but it seems to constantly switch itself another way.
And now - a strange thing? It happened 'off' somehow, then it says "slow connection - enable me".
Right! In a minute I checked the net: - what's its problem?

It's not meant to be used for broadband or high-speed connections.

Turbo was off and said I had slow connection.

The notification about slow connections was one of the first things that i used to disable when installing Opera Presto.
