Opera keeps reverting Local State file

I live in Hong Kong but I want to use the US version of Google.
I tried http://www.google.com/ncr and it doesn't work.
Then I tried modifying ~/Library/Application Support/com.operasoftware.Opera/Local State file:

},It only works for one browsing session. Which means if I completely exit Opera and reopen it the Local State file would revert to my actual location. (e.g. "country": "HK")
Next I tried to make the Local State file read only. Now I will always get Google US but there's an annoying problem: every time I
reopen Opera the speed dial would reset to default and this page (http://www.opera.com/o/welcome-to-opera?fr=1) would open like Opera is just newly installed. -

Thank you for your reply. But I doubt the timestamp has anything to do with the issue since I never changed the timestamp in the file.

You can try make the file unwritable.
PS: Auto-update may misbehave afterwards.

Thanks. I actually did make the file unwritable. While it solve my original problem, the speed dial would reset to default and this page (http://www.opera.com/o/welcome-to-opera?fr=1) would open every time I reopen Opera.
